In 2024, Qingdao attracted 267,000 talents of various kinds, including 170,500 young talents who came to Qingdao for the first time, bringing its total talent pool to 2.87 million, according to official statistics.
The city has been named China's best city for attracting talent five times and has ranked among the Top 10 Most Attractive Chinese Cities in the Eyes of Foreign Talents for the past 13 years straight. Through talent-led initiatives, the city has seen 9,777 small and medium-sized technology-based enterprises and 8,650 high-tech enterprises flourish.
Behind these numbers lie a series of talent attraction policies, talent recruitment events, and talent retention measures, embodying Qingdao's efforts to accelerate talent system reforms and build a robust talent pool.
Over the past three years, Qingdao has introduced over 20 talent policies covering areas such as overseas talent attraction, talent finance, talent evaluation, and enterprise professional talents, establishing a comprehensive policy system for talent development.
At the same time, Qingdao is actively exploring new models for talent management, tailoring policies to enhance the alignment between talent and industries and enterprises.
With numerous universities and research institutions, Qingdao boasts rich scientific resources. The city is focused on reshaping talent cultivation models and establishing talent training bases that link universities with leading enterprises such as China University of Petroleum (East China) and Qingdao University collaborating with Hisense Group and GoerTek, achieving an effective balance between talent supply and industry development needs.
