The Qingdao area of the China (Shandong) Pilot Free Trade Zone (Qingdao FTZ) has released a comprehensive suite of measures designed to modernize the maritime sector. The measures focus on enhancing premium shipping services, strengthening port hub capabilities, cultivating specialized talent, and pioneering the transition toward smart and green shipping operations.

The new policy framework provides robust support for research and standardization. By encouraging institutions to consolidate resources — from vessel design and construction to long-term maintenance — Qingdao FTZ aims to create a collaborative ecosystem for the intelligent ship industry.
As a direct financial incentive, companies that develop and successfully implement smart shipping equipment or systems on vessels are eligible for a 2 percent reward based on the scale of the project's application.
Digital innovation is at the heart of the new measures. Qingdao FTZ has earmarked policy incentives of up to 2 million yuan ($293,000) for digital technology projects that streamline port services, maritime logistics, ship management, and shipping finance. These incentives are designed to bridge the gap between traditional operations and fully digitalized end-to-end shipping processes.
Sustainability remains a top priority, with specific incentives introduced for clean energy infrastructure. The measures support the expansion of methanol and LNG fueling services, offer rewards for first-time green energy transactions, and provide subsidies for building or retrofitting clean energy-powered vessels. The measures also emphasize improving shore power usage to cut emissions while ships are docked.
According to Zhou Yuxiang, director of the shipping and logistics department of Qingdao FTZ, the zone will continue upgrading smart port platforms, building a fuel smart supervision system, and expanding digital applications, offering a "Qingdao plan" for the growth of intelligent and green shipping.
