THE Primary People’s Court of the Qianhai Cooperation Zone convened a press conference Wednesday to announce the launch of a series of publications on the alignment of legal rules within the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) and a white paper on foreign-related legal frameworks.
Ci Yunxi, vice president of the Qianhai Court, and Xie Wen, deputy director of the court’s Trial Management Office, stated that the release of the books represents a key milestone in the court’s ongoing efforts to promote research on the harmonization of cross-border commercial legal norms.
Drawing on the court’s expertise in handling overseas-related commercial cases, the book trilogy covers three pivotal areas in judicial practice — corporate law, private lending, and litigation procedures. The series also includes comparative analyses and empirical studies based on the legal frameworks of the Chinese mainland and Hong Kong.
Bilingual in Chinese and English, the books outline the similarities and differences between the statutory laws and judicial rulings of both regions using a checklist format. This approach effectively bridges the knowledge gap in commercial law across the GBA, providing a valuable reference for businesses navigating cross-border investments.
The bilingual white paper outlines the foundational context and key features of international commercial cases adjudicated by the Qianhai Court, along with significant progress in building a robust legal framework for foreign-related affairs. It highlights the court’s decade-long achievements in fulfilling its judicial role.
It reveals that from February 2015 to November 2024, the court accepted 21,819 foreign-related and Hong Kong, Macao, and Taiwan-related commercial cases. Of these, 13,992 involved Hong Kong, accounting for approximately 64%, with the remaining cases spanning 143 countries and regions, including the U.S., Germany, Japan, and Russia.
