Qingdao to establish the “1+8+N” system for development of large models 2025/4/11 source: Print

Qingdao has taken solid steps to develop models. Qingdao will by 2027 establish a “1+8+N” system for the development of large models and launch around 50 large models with proprietary intellectual property rights and remarkable influence, according to the Qingdao Action Plan for Accelerating Innovation-driven Development of Large Models (2025-2027) recently printed and released by Qingdao Municipal Bureau of Industry and Information Technology.

The “1+8+N” system consists of one general-purpose large model, eight vertical large models in competitive fields and N large models under specific scenarios. To be specific, Qingdao will cultivate and refine the general-purpose large model called “Han Hai Xing Yun”. To press ahead with the construction of an autonomous and controllable general-purpose large AI science model, Qingdao will need to establish a wholly homegrown technology system, move forward with the industry-university-research integration, and refine the large model eco-system that caters to the needs of marine industry, industrial manufacturing and other sectors. With focus on developing vertical large models in competitive fields, Qingdao will make a big push to develop intelligent manufacturing, smart ocean, smart home, port logistics, urban rail transit, smart transportation, low-altitude economy, and life health.

Qingdao, where more than 50 vertical large models have been cultivated, will leverage its abundant marine resources and solid strength in marine scientific research to cultivate a number of large models represented by the “Han Hai Xing Yun” general-purpose large model and the COSMOPlat large industrial model. In regard to the construction of computing power centers, Qingdao is aimed at building four intelligent data centers, whose computing scale exceeds 100P each, to pave a solid foundation for R&D and application of large models.    (Sun Xin)
