Qingdao in 2023 will be constantly focused on improving business environment, deliver good results in the top three campaigns, namely constructing the “Qingdao model” digital examination and approval, improving business environment, and facilitating services for market entities and project construction, work unremittingly to foster the first-class government services, and ramp up efforts to make the enterprises and the masses increasingly satisfactory and fulfilled.

In terms of constructing the “Qingdao model” digital examination and approval, Qingdao will complete building the intelligent examination and approval platform in all respects, continue to expand the fields and number of digital scenes, newly build not fewer than 10 all-process digital service scenarios, make administrative examination and approval more digital and intelligent, and facilitate the iteration of administrative examination and approval from “processing via internet” to “intelligent examination and processing”. Meanwhile, it will strive to enhance the application effectiveness of electronic certificates within its authority, expand the application scenarios and service areas for electronic certificates, and promote higher adoption of data sharing.

In terms of improving business environment, Qingdao will cement the social basis that “every citizen should contribute his or her share”, ramp up team building for the business environment expert committee, media observers and market entity experience personnel, diversify the scenarios of “business clubs”, and improve the platform to match-make governments with enterprises.

In terms of facilitating services for market entities and project construction, Qingdao will have all drawings examined and approved online throughout project construction, promote citywide the “one-stop service in public utilities”, and explore the integration of completion acceptance with putting on record. Assess to what degree policies are fulfilled such as services for business start-up, continue to facilitate business registration. Improve the electronic business license system’s functions like going through formalities online, identity verification and electronic license presentation, and diversify the application scenarios of the Qingdao Smart Platform for Business Registration and Deregistration.

Furthermore, Qingdao will construct faster the exceptional government service system. To be specific, it will improve further the government service institutional framework, foster a government service mode featuring uniform standards, high efficiency, cross-level coordination and service integration, deepen the reform of “cross-level one-window processing” between the three levels, namely districts (county-level cities), townships (residential districts) and villages (neighborhoods), and have more high-frequency items processed at hand.

Qingdao will accelerate the push to build a “digital hall” in the Qingdao Citizen Center, put up application scenarios like multi-type data acquisition system, comprehensive digital performance management, service status monitoring and public experience analysis on the back of rationally arranging functional areas and windows, in a bid to turn the Qingdao Citizen Center into a demonstration center for digital services that is adept at perception, thinking and decision-making.  (Yu Bo)
