In terms of industry, Qingdao in 2023 will be focused on increment growth, innovation and consolidation, cluster and chain strengthening, and digital empowerment, maintain stability, seek development, accelerate the push for new-type industrialization, and strive to build itself into a national pilot area for high-quality manufacturing.

Focus on increment growth to tap into growth potential. Ramp up efforts to attract business and seek increment, make guidelines for targeted business attraction on industrial chains, advance the progress of over 100 key projects, seek presence in all chains and factors to ensure construction of key projects and capacity ramp-up. Highlight the stock to seek increment, accelerate the push for business cultivation, and strive to maintain a rapid growth for the 100 enterprises included in the multiplication cultivation campaign, in a bid to create new economic growth points.

Highlight innovation and consolidation, accelerate the drive for re-shaping industrial foundation and making breakthrough in key technologies and equipment. Cultivate innovative businesses in a high-quality manner, launch over 500 key technological transformation projects and complete 100 of them. Set up high-end platforms for innovation, support the national innovation center for high-end intelligent household appliances and the national VR innovation center in making  key core technological breakthroughs and create a batch of municipal level above innovation centers for manufacturing.

Focus on strengthening cluster and chains and make targeted policies to promote industrial development. Reinforce the leadership of key enterprises on industrial chains, include key enterprises in the list for cultivation, select leading enterprises, help small and medium-sized businesses become well-positioned, and strive to break through all bottlenecks and pain points related to industrial chains and supply chains. Attach greater importance to industrial clusters, expedite the construction of professional parks for such emerging industries as VR, AI, advanced macro molecules and metallic materials, intelligent manufacturing equipment and precise devices and instruments, and make such industries in Qingdao as intelligent household appliances and rail transit equipment strive towards world-class industrial clusters.

Carry forward digital empowerment and enhance integrated development. Enhance the strength of “one super and multiple professional” platforms, boost the leadership of COSMOPLAT in setting up provincewide comprehensive service platforms or industrial internet, launch 10 new platforms for special sectors or domains, pursue digital transformation in over 1,000 enterprises. Keep improving digital infrastructure, expand hashrate application of Qingdao Artificial Intelligence Computing Center, expedite the second phase of Shandong Branch of China National Industrial Internet Big Data Center, and cultivate three parks for digital economy.
