By the end of 2025, Qingdao had 95,600 valid invention patents, 92.18 patents per 10,000 residents, and 859 PCT international patent applications, according to official data.

In the WIPO Global Innovation Index, the city rose from 69th in 2020 to 34th in 2025 — an impressive 35-spot increase. Behind these numbers is Qingdao's innovation strategy: a comprehensive IP ecosystem of high-quality creation, efficient commercialization, strict protection, and premium services.

High-quality creation is a key strength. Focusing on advanced equipment, smart home appliances, and next-gen IT, Qingdao won 15 China Patent Awards, making up 35.7 percent of Shandong's total.

Qingdao's leading companies, including Haier and Hisense, have established technological advantages in key areas such as smart homes and integrated circuits. A total of 21 companies in the city have been recognized as national intellectual property demonstration enterprises, accounting for one-fifth of the province's total.

Effective utilization turns patents into value. Qingdao matched more than 700 university patents with 131 corporate tech needs via over 40 matchmaking events. In 2025, patent transfers and licenses hit 15,300, up 54.1 percent year-on-year.

By creating a cohesive chain from high-quality creation and efficient application to rigorous protection and top-tier services, Qingdao has turned its 95,600 invention patents into a powerful engine for new quality productive forces. As the 15th Five-Year Plan (2026-30) begins, the city will continue to use intellectual property as a "golden key" to the city's high-quality development.
