Qingdao recently released the Several Measures on Further Optimizing Business Environment (hereinafter referred to as the Several Opinions). Being problem-oriented and standing from the perspective of businesses, the Several Opinions, which is divided into seven sections and comprises 52 policy measures, are focused on fostering market-oriented, law-based and international-class business environment and integrate systematically reform and innovation achievements that departments of all levels and all kinds have scored in improving business environment, in an effort to address choke, pain and difficult points facing in the business environment improvement initiative.
Business-friendly service platforms will be improved across the board. The Several Opinions propose improving platforms to roll out and implement favorable business policies and launching a sound mechanism for the closed-loop implementation of favorable business policies. Business financing service platforms will be improved to guarantee precise matchmaking between supply and demand. Business complaint handling platforms will be improved to reinforce process management, and solve problems in a more efficient and satisfactory manner.
The government administration service quality and performance will be improved in a deep-going way. The Several Opinions call for pressing ahead with the integration of government administration services via both online and offline channels, build typical government administration service platforms, deepening cooperation on government administration services in the Qingdao Metropolitan Circle, expand the range of value-added services, and improving the customized service mechanism for knotty business problems.
An all-out effort will be made to advance the construction of major projects. The Several Opinions propose improving the mechanism for advancing the construction of major projects, highlight services throughout project periods spanning from industry research, introduction to production or operation, and make a great push for “commencement once land is acquired” for standard plants,“going into production upon completion” for industrial projects and “exemption from assessments” for regional assessments.
