Qingdao recently rolled out a plan for developing partners for talent attraction. Geared towards Qingdao’s “10+1” innovation-driven industrial system, “4+4+2” modern marine industrial system and producer services, the plan is aimed at putting in place the mechanism for talent attraction partners to achieve synergy among multiple players ranging from colleges and universities, intermediary institutions, enterprises, campus talent attraction ambassadors and overseas talent introduction personnel to get connected to a wide array of personnel resources from home and abroad. By the end of 2026, Qingdao strives to build a contingent of “talent attraction partners” across key cities, universities and industries in the world, build the platform for “talent attraction partners” in a better shape, and introduce more than 150,000 young personnel on an annual basis.

With a focus on needs for industrial personnel, Qingdao will work hard to implement the top four action plans for talent introduction and gathering, namely, the plan for gathering overseas professionals, the plan for attracting post-doctoral researchers to Qingdao, the plan for vocational skills training and the plan for talent attraction in colleges and universities, introduce more than 2,500 overseas returnees on an annual basis, and newly build 20 post-doctoral workstations or bases to house over 900 post-doctoral researchers.  (Ren Xiaomeng)
