The Qingdao Customs recently came up with an action plan to improve customs clearance to facilitate development of foreign trade, and rolled out 24 measures on six categories including improvements in logistics, quicker customs clearance, industrial empowerment, platform upgrade, business bailout and relief, and business and trade promotion, in an aim to improve business environment in the ports on a constant basis.
According to relevant measures, Qingdao will make a vigorous push for innovation of supervision modes and favour coastal shipping by foreign trade container vessels among other types of business; support the construction of China-Europe Railway Express+TIR collection centers, and make concerted efforts to build the SCO international hub port; expedite the construction of an international air freight hub and give impetus to the development of air-air, land-air and air-railway combined transport. Meanwhile, Qingdao will further facilitate customs clearance for articles used in scientific research, pilot the “white list” mechanism for imports of articles for medicine R&D; push ahead with manufacturing transformation and upgrading and spread the control and inspection mode for new and high-tech commodities; improve new business activities in both quality and quantity and take facilitation measures including return of cross-border e-commerce retail imports between different custom districts. In addition, in an effort to bolster credit cultivation and put in place facilitation measures on compliance of the law, Qingdao will further expand and optimize the AEO benefit list, and reinforce intellectual property protection and beef up monitoring of import and export data to achieve a sound market order and an equitable competition environment.
